原标题:张海霞︱致IEEE主席的公开信

[声明]今日惊闻IEEE下令禁止华为专家参与期刊审稿,这远远超出了一个可以接受学术人的底线,做为IEEE的会员和期刊编委,我必须表明自己的态度:我申请退出我所在的两个IEEE期刊的编委会,并给IEEE候任主席写了一封公开信。这是我个人的态度,与任何其他组织和个人无关,特此声明。

Dear Prof。 Toshio Fukuda (the IEEE Presidentas-elected),

This is Haixia Zhangfrom Peking University, as an old friend and senior IEEE member, I am really shocked to hear that IEEE is involved in “US-Huawei Ban” for replacing all reviewers from Huawei, which is far beyond the basic line of Science and Technology which I was trainedand am following in my professional career till now。

I joined IEEE since I were a Ph.D student because it is recognized as an International professional academic platform in Electronics Engineering relative areas by my colleagues, friends worldwide。 During last 20 years, I worked with many scientists like you together in IEEE societies, journals, conferences, events, for example, last year during your election as the first president of IEEE from Asian(maybe), because we all believe that IEEE is an international society, not just belong to USA or north America area or some parties, its members cover all over the world and everyone has equal right to make it more professional, productive with high efficiency。

But, today, this message from IEEE for “replacing all reviewers from Huawei in IEEE journals” is challenging my professional integrity。 I have to say that, As a professor, I AM NOT accept this。 Therefore, I decided to quit from IEEE NANO and IEEE JMEMS editorial board untill one day it come back to our common professional integrity。

Please pass this letter to IEEE office and responsible officers。

This is Haixia Zhang from Peking University,as an associate editor on IEEE NANO board for several years, I am very happy towork with you and other professors worldwide in micro-nano field in professional way。 Today, I am really regret to hear that IEEE is involved in“US-Huawei Ban” for replacing all reviewers from Huawei, which is far beyond the basic line of Science and Technology which I perfer to follow in my professional career。  Therefore, I decided to quit from IEEE NANO editorialboard untill it come back to professional zone。
